California is home to some of the highest housing costs in the nation, and renters feel that pressure every day. Recent statewide and regional research reveals a widening gap between need and support:
Nearly 17 million Californians are renters — one of the largest renter populations in the U.S.
More than 50% of renters are rent-burdened, paying over 30% of their income toward rent.
Nearly 1 in 3 renters pays more than half their income just to stay housed.
In eviction cases, only about 4% of tenants receive legal representation, while roughly 83% of landlords have attorneys.
Bay Area data from the Bay Area Housing Finance Authority (2025) shows that eviction filings have returned to or exceeded pre-pandemic levels, while legal aid staffing remains critically low.
These conditions create a perfect storm: high rent, low legal representation, and a growing number of households at risk of displacement.
